The actual test runs from noon Friday until noon Sunday. We expect most of us in Region One will participate on Saturday the 14th. The SET is a nationwide exercise organized by the ARRL field organization. The overall purpose is to test our capabilities to provide statewide communications to our served agencies, including the American Red Cross, local municipalities and the CT Division of Emergency Management and Homeland Security (DEHMS). Here are the official objectives that the SET team developed. We will attempt to participate in as many as we can, depending on turnout. (1) Establish emergency communications (both voice and data) within and between the five CT ARES? Regions ? to include fixed, mobile, and field-deployed stations. (2) Encourage the use of emergency power (battery, generator, solar, and/or mobile) by all stations during the exercise. (3) Maximize the number of amateur radio participants ? the five Regional District Emergency Coordinators (DECs) will establish Resource Nets and Tactical Nets as needed and will coordinate exercise play within their respective areas. (4) Utilize National Traffic System (NTS) format for all record message traffic. (5) Coordinate and integrate interplay between ARES?, NTS, and SKYWARN? components. (6) Incorporate appropriate elements of NIMS/ICS to the degree possible. We do not know the exact scenario or script that will be played out. The goal this year is to get AS MANY amateurs as possible to participate. Even if this means you only check into a net once, you are helping! We always see patches and bumper stickers saying ?When all else fails?.?, but for that to work you have to practice and participate! You don?t have to be an expert, you don?t have to have any special ARES training and you don?t even have to be an ARES member! Just pick up the microphone and have some fun practicing.
