You have a unique opportunity to change the face of Amateur radio for the future if you act now.  My State Government Liaison Jonathan WF1H and I want to talk to you about H.R. 1301, The Amateur Radio Parity Act of 2015.  This bill was introduced by Congressman Adam Kinzinger (IL-16) with Congressman Joe Courtney (CT-02) and eleven additional original co-sponsors.  To date, there are 64 co-sponsors but we need many more.
As I am sure you have read in QST, this bill is one that needs the support of every single Amateur radio operator.  It directs the FCC to extend their existing PRB-1 regulations of “reasonable accommodation” of Amateur Radio communications to include private land use regulators. This would afford us the ability to negotiate with homeowner’s associations in residential developments.  As you know, private land use regulations routinely include restrictions that completely preclude Amateur Radio communications operators from installing any type of outdoor antenna system. The “reasonable accommodation” policy has for 30 years applied to municipal zoning ordinances. This Bill would extend the policy to operators living under private land use restrictions. The FCC has asked Congress for guidance in this area and this Bill provides it. Over 60% of new homes today are part of homeowner’s associations.  We need to do all we can to protect the future of our wonderful hobby and service.

This is what you need to do today.
(1) Go to http://www.arrl.org/hr-1301 where you will find a very complete resource.  Read about the bill or read the entire text of the bill.
(2) Find out who your representative is; there is a link within this ARRL resource which will point you to information on your rep.  Tell non-members to go to http://www.house.gov , enter their zip code and find their representative’s contact information.
(3) View the sample letter and accompanying instructions.  If you like that letter, download, fill in the appropriate information, print and sign.
(4) Then all hams should send that letter to ARRL, Attn HR 1301 Grassroots Campaign, 225 Main Street, Newington, CT 06111.
If you prefer to write your own letter, please send that letter to the above address.  ARRL will present these letters in person to legislators because it will give staff the chance to interact directly with the representatives.  Mailing reps directly causes additional delays because of security procedures that must be followed with all paper mail.

(5) If you wish to contact the rep further by email, that’s fine but please initially get the hardcopy letter to ARRL.  I would enjoy hearing from you when you’ve completed this task just to get some idea of count.  You can email k1eic at arrl.org with the subj 1301.

This is very important so please don’t put it off—it takes just a few minutes of your time.  Those of you in Congressman Courtney’s district might wish to write him a thank you note for supporting this bill.  Perhaps you can set up a printer at your club meeting and help others to get their letters printed and signed.  Then mail them in batch to ARRL.
