The proper programming of these complex digital radios is lot more challenging than your typical amateur analog radio. NEAR-Fest Directors have authorized the establishment of a three-member Digital Networks Commission (DNC) to administer the distribution of these funds and to ensure recipients remain in compliance with the terms of the grants. The pilot project will be a monetary grant to the New England Digital Emergency Communications Network (NEDECN) of up to $500.00 for the purpose of building a C-Bridge network hub here in New England that will give the NEDECN network more versatility, flexibility and independence than it currently has by using the C-Bridge located in the Midwest shared with the rest of the country. The dollar amount of this grant will be based on a dollar-for-dollar match basis for funds collected by NEDECN between December 15th and January 31st 2015. Clubs and organizations who are interested in upgrading their current repeater system to digital (either D-Star, MotoTRBO DMR, Fusion or experimental) or wishing to set up a new digital repeater system with network access will be able to apply to the NEAR-Fest DNC for a grant to help defray the costs of such an undertaking. Policies and procedures for applying for a grant as well as conditions and terms of the grants are now in the process of being formulated and the community will be advised as to when and how applications will be accepted. No applications for grant funding are being accepted at this time. Each application will be judged on a case-by-case basis and will partially be based on repeater location, availability of other repeaters in the same area, network on which it will be active and the numbers of amateurs that it will serve as well as the credentials of the club/organization and its governing officials. Any repeaters and their ancillary features receiving a subsidy from the DNC must be open and available to all licensed amateur radio operators. Grants will normally be paid only at such a time when the repeater or system is completed, operational and actively on the air. An Advisory Board has being established consisting of knowledgeable members from the VHF/UHF community from throughout the New England area to advise the Commission members in their decisions. Members of this advisory board will also be eligible to apply for grants but will be required to undergo the same screening and interview process as all other applicants. Many of us are hoping that Santa brings us a new DMR radio in his big bag of toys! But some of us didn?t wait for Santa and already bought our own! So there are lots of shiny new DMR radios around the Connecticut Section, with many more new ones hoped for soon! The proper programming of these complex digital radios is lot more challenging than your typical amateur analog radio. They have many more parameters that have to be set accurately so the radios function correctly on the network. The learning curve is a little steep ? so we are going to provide some help with that! The CT-ARES DMR Advisory Group will be hosting a DMR Programming Workshop on Thursday evening, 15 January 2015, from 1900-2200, at the Department of Emergency Services and Public Protection (DESPP) Headquarters, 1111 Country Club Road, Middletown, CT 06457. [Note: NO weapons (including knives) are permitted in the building.] This will be a HANDS-ON workshop. You will need to bring your radio (any make/model ? Connect Systems CS700, MOTOTRBO XPR 7550, etc), your programming cable, and a laptop with the programming software and cable driver installed. If your radio is a portable, be sure the battery is fully charged and/or bring a spare. If it is a mobile, you?ll need to bring a 12 VDC power source and maybe an extension cord. We hope this will be the first of what is likely to become several workshops covering this new-to-amateur-radio mode. P.S. At this point a lot of folks are sharing codeplugs (the radio?s programming data file). That is OK and is one way to quickly get on the air without having to learn ALL the programming details. However, if you are sharing your codeplug, please be sure to replace your name/call with something like NOCALL and enter 1234 for the DMR ID and save it before sharing the file. That way we can spot any issues using online monitoring and get them corrected. If someone loads your codeplug that still contains your name and ID, he/she will appear to the network to be you. And if you try to use the network at the same time, you will be blocked! As many of you are aware, there is a new CT-ARES DMR Network being established in Connecticut. This effort is being lead by the Connecticut State Police Amateur Radio Club (W1SP) in collaboration with the CT ARES Leadership Council (CALC) and with support from a number of clubs and individuals as well as a few municipalities. The growth of DMR in the amateur community has been nothing short of explosive! Even though six months ago most of us couldn?t even spell DMR, Connecticut is at the forefront of this rapid expansion! There are currently 28 DMR repeaters operating in the state with 14 of those repeaters on the CT-ARES DMR network, with three more under development. This new (to amateur radio) digital mode adds one more tool to our emergency communications capability. Even though DMR has been in commercial use for years (particularly in Europe), almost all of us hams are new to this technology and learning about it is like taking a drink from a firehose! New terminology ? Time Slots, Talk Groups, Color Codes, Admit Criteria, % Packet Loss, RSSI, Subscriber IDs, etc ? is only part of the learning curve. The programming options are vastly more complicated than on conventional analog channels and require careful attention to detail to get things right. We also need to understand how to best utilize this powerful resource. We are actively working on a policy and governance document that will outline guidelines for the use of the CT-ARES DMR Network under both normal day-to-day operations and during an ARES emergency activation. We will hold a weekly CT-ARES DMR SEC Net on the CT-ARES DMR Network at 2030 Eastern Time on Sunday evening. These DMR nets follow the long-standing CT ARES SEC Nets that meet at 2000 Eastern Time on Sundays on the KB1AEV linked repeater system.
