[CTSARA] NVIS Antenna Challenge

What is NVIS?
In short, it makes your long wave radio wave bounce at a high angle,
allowing you to use HF (normally used for long-er distance communications)
to talk much short distances (40-100 miles). It has further coverage than
VHF/UHF (even with repeaters). Think of this analogy:
You are playing basketball with your friends. You pass the basketball to
your teammate by thrusting from your stomach across the court (laterally).
This is how HF signals normally travel.
Now you are the bully on the playground and you don't want to share. You
take the basketball above your head and slam it on the ground, causing it
to bounce almost straight up (vertical!), over the nerdy kid with glasses,
and to the other bully. This is how NVIS works.
NVIS is a good way to get Worked All States in the New England Area. ;)
Here are some places you can look for more information:

This would be a good "club" project if there is enough interest.
