I think I forgot to tell everyone of the resolution on this problem.
Tom KD1UL of Stamford CERT (and SARA) identified the source of the noise --
the Scientific Atlanta cable boxes that Cablevision uses. Many of them put
out a signal on about 162.000 MHz (+/- 5 KHz). That's why there was so
much trouble localizing the source - it's all over. It does explain why
the problem was much louder in certain marinas/boat basins/boat launches
than in others, and why it wasn't a problem in mid-Sound.
Those of you using Dish or whatever, don't go patting yourselves on the
back. It appears that there's a lot of cable/satellite/whatever comm
equipment containing something that puts out signals near 162.000 MHz (say
+/- 5 MHz).
