[CTSARA] Digital Contest Underway

A couple of people have asked about digital contests as an opportunity to
practice.

I just noticed that there's one underway now (Sat 4/20 at 8am).  It's the
TARA digital contest on 160, 80, 40, 20, 15, and 10
