Sunday, October 30, 2011 Winter Storm Alfred exited northeast CT and Rhode Island around 5:00 EDT. Multiple road closures and power outages have impacted over 752,000 Connecticut residents. Additional falling limbs and additional downed wires are expected.
Connecticut:
At 1730 on Saturday, October 29th, 2011 - Dannel P. Malloy, Governor, State of Connecticut declared state of emergency for Connecticut. The state has submitted a request for FEMA declaration. The have activated numerous state task forces to deal with a major disaster in CT.
Numerous municipalities have declared emergencies throughout the night. Over 25 shelters have opened at this writing. Known populations were low during the night but are expected to rise today. While some shelters are closing it is forecasted that more will open and that there will be a significant need for daytime warming centers. The state has activated the food commodities team to plan for releasing USDA food to schools to use as community centers. They are forecasting a power outage up to a week.
Northeast Utilities states that this is the single largest event that they have ever faced over 3 states. A combination of transmission and distribution circuits are down, which will compound the restoration effort. This is also the largest power outage that Connecticut has ever experienced. More than half the towns have 80 – 100% power outage and communication problems are significant.
Over 150 cell towers are not functioning. Cell service is degrading. Cable system outages follow the power outages.
Metro-North main line is running on a 60-90 minute delay. Branch service is suspended until further notice
Bradley International airport is open and has scheduled arrivals and departures. Twenty six (26) scheduled morning departures have been cancelled
Connecticut Department of Transportation reports in excess of 40 traffic incidents leading to road closures. Most of these are due to trees, tree limbs and power lines in the roadway. A complete and current list can be obtained from: http://www.dotdata.ct.gov/etraffic/displayIncident.aspx
Red Cross is operating with very limited staff and volunteers. Many have worked all night without relief due to inability to travel. We have several areas trying to manage operations by blackberry alone. Obviously staff and volunteers are making contact as they are able. We are receiving many requests for staffing and supplies that we are not able to fulfill at the moment. However, as conditions improve and resources improve we will plan to be ready to move volunteers and staff forward. Each area is trying to solve problems as they are able. Red Cross now has coverage at the State EOC.
Rhode Island:
Red Cross in Rhode Island is not reporting any problems although we have not received the all clear yet. There are 10,000 without power.
