[CTSARA] Stamford 440 Repeater

We have temporarily removed the Arcom controller from the hospital to make
some modifications to it.  As a result, the 440 is now repeating with its
own internal controller.  This has a couple of very noticeable impacts:

1.  You won't hear a tail or courtesy tone on the 440.  If you transmit and
listen, it will sound as if it is not working.  It is working and others
will hear you.

2.  It will not ID.  This means that you should ID the repeater and your own
call every 10 minutes and at end of QSO.  For example  "this is KB1QBZ on
the W1EE repeater".

3.  Voice levels will sound low, as if it is running with reduced power.
 It's strictly a matter of voice level -- the Arcom has a pre-amp on the
audio that the 440 itself does not have.  That pre-amp makes quite a bit of
difference in the audio level and perceived strength of the repeater.


We expect to have the Arcom back in the hospital by Saturday (maybe even
Friday).
