[CTSARA] SF 2 meter status

After giving us some hope this morning, the 2 meter was really ugly tonight
during the Sunday night net.  We're going to have to pull it and put it on
a test bench.

We did run various tests, all of which point to the transmitter in the 2
meter as being the problem (as opposed to the receiver or the controller).
 Doesn't mean it definitely is not the controller, but it's fairly unlikely
that it's the controller given the tests we ran.

At present we're operating 2 meters from the hospital and 440 from SF.
