[CTSARA] IC-28-H from our station at the Government Center

Hi everyone: I am trying to lessen Frank, KB1IFX workload. I have a Icom IC-28-H from our station at the Government Center. Frank is trying to check and reprogram radios for the October 3 Simulated Emergency Test. For some reason I can't get the squelch to function. Reprogramming radio is very simple. If anyone has any ideas concerning the squelch please let me know. You can also stop at my house. Radio is connected and running. The radio is in excellent condition and was made in the mid 1980's.
