Hello Everone,



It is that time of the year to conduct the Statewide Simulated Emergency Test.  We hope to employ the use of our EOC Position in the Government Center our served agency the American Red Cross and potentially the local hospitals. It is a work in progress.  




As usual I am only one person.  Here is your time to shine in what ever capacity you can volunteer for.  I am counting on all of you to perform as outstanding as we did last year.

2009 SIMULATED EMERGENCY TEST (SET) Definitions and Goals:

 

 

Definitions:

 

Person: Any ham radio operator that joins in for the exercise.

 

Equipment: Any radio, antenna, repeater or handheld that is in working order.

 

EO C: Any Emergency Operation Center that is maintained by a regular Emergency Management Organization or a simulation representing a regular EOC for the purpose of the exercise.

 

Served Agency:  Any agency that is know to use Amateur Radio in support of their Emergency Management Plans.

 

 

Goals:  Try to exercise as many people and as many pieces of equipment as possible in a reasonable period of time. Report all activity on the standard ARRL forms.

 

Here are the (current) details for the SET.

 

For the EC's:

 

Please
, use the following pla n for the Region. If possible get access to any EOC

that we might be involved with in a real emergency or disaster. If nothing else,

just ask permission. If you don't get into the EOC for the 3rd, set up a

simulated EOC by having one operator check in as the EOC, and as himself/herself

as well.

 

Set up a NET, and it doesn't have to be at an EOC. Have as many operators as

possible check in once. It doesn't matter when during the exercise, but get as

many people as possible to check in. If any operator has access to more than one

rig, please ask him/her to check back in on each of them, once.

 

Please, set up a test of each one of the repeaters in your area that you might

use during a real emergency.

 

Please, try to set up tests of any modes or bands that you can find opeerators

and equipment for. Specifically, Have someone send APRS and someone else catch

his location, Send a e-mail by wl2k, get people to go on HF and talk to someone

else in the Region or anywhere, else in the State, etc.

 

Please make sure that the Net Control Stations make out the NCS Report Form and

don't forget to make out your own EC Report form.

 

Delegate anything that you want to or need to.

 

For everyone:

 

Please be as helpful as you can getting people out and on the air. It doesn't

have to take a lot of time so don't plan to spend all day. I suggest=2
0that you

start in the Morning, 9:00 am is usual, and run no longer than is needed to hit

the goals.

 

I hope everyone has fun this year. If there's a formal scenario to follow for

the Section, I'll try to keep news of it's progress on the air during the day.

Feel free to jump in, but don't get bored either. :-)

 

I may opt to answer e-mails sent via wl2k by using a telnet connection to CMS

system. RF connections to the network are difficult for me and it takes too long

to get a short message to go. I'm planning on being available on the Norwalk

repeaters.

 

Remember that the idea is to exercise the people and equipment, contact towns

and agencies and make out the reports. I'll send a copy of the Press Release

after it goes out for your score sheets. Short and sweet is OK, just keep your

eyes on the prize.
