here is our Emergency Services Group Plan for ARES CT Region 1 Stamford,
I am sending this to you text mode. The Plan is uptodate. I usually
program my radios accordingly. Note the Simplex Frequencies if we go
into a power issue with our repeater. If you have any questions let me
know.

Stamford Amateur Radio Emergency Services Group
The Stamford ARES Group is supported by the Stamford Amateur Radio
Association and Club (SARA). SARA is a member of the American Radio
Relay League. As our region is part of the New York to Boston Corridor,
our primary area of operational concerns for Emergency Communications
are Stamford, Darien, and Greenwich CT.
Presently, the Stamford and Norwalk clubs, and the ARES groups
participates, assists, and supports in the Connecticut and New York
Sky-Warning Nets during NOAA Weather Alerts, Watches, and Warnings
within CTARES Region 1, (Southern Fairfield County) areas.
Both clubs, (SARA and GNARC) and its ARES members conduct and support
monthly drills on the local area repeaters, supports Field Day
activities for area Clubs, and participates in annual Simulated
Emergency Tests with the State of Connecticut.
All of the local area repeaters operate with back up uninterruptible
power sources and batteries and are tested frequently to insure their
readiness for emergency communications should the need arise.

Action Plans
Strategies for Preparedness in Low-Risk Areas such as our Region 1
warrant the choreography of practice if you will, or contingency of
pre-planning phases to implement Emergency Communications should they
be needed.
This basically means that we need to rehearse and practice what we
would like to delivery and contribute to our Served Agencies and
Municipal Governments. We would work closely with our Served Agencies
based on their needs in assisting them with Emergency Communications as
solely a back-up to their normal Emergency Communications and Disaster
Preparedness Plans of Operation
along with taking guidance and
instruction from them.
The short of it is we would like to help and feel we have the talent
and the ability to assist in Emergency Communications.
Actions for the region are activated by request from the local
Municipal Governments, Served Agencies such as Community Emergency
Response Teams CERT, the American Red Cross or other Emergency
Authorities in the region. Communities in the region have agreements
with ARES to provide specific communications services in emergencies.
These services include providing basic communications for emergency
shelters and functions supporting those shelters, providing extended
coverage for areas where statewide communications systems may have
reduced service, providing communications support for the American Red
Cross and providing interagency communications support for Emergency
Response Services. ARES provides formal handling of Health and Welfare
messages through the National Traffic System into and out of the region.

Primary Emergency Response
Hurricane, Blizzard, Major Power Outage
Stamford ARES has plans to provide communications for Emergency
Shelters. The Stamford Group will provide personnel as needed to
relieve communications overloads within the supported towns. The group
will be available to provide coverage to local dead radio zones within
the northern areas of Stamford.
Major Disaster Response
Direct Major20Hurricane Impact, Terrorist Activity
During major disasters Stamford ARES will assign Net Control and Agency
Liaison personnel at the EOCs. The Group is prepared to deploy both
people and equipment as needed to support communications needs in
affected areas. Communications are reliable with Stamford, Norwalk,
Bridgeport and Danbury. HF is reliable statewide.
Zone One
Zone One covers the towns of Greenwich, Stamford, and Darien. There are
two VHF and one UHF Amateur Radio Repeaters covering the zone. One of
the VHF repeaters is covered by an emergency power system. The zone has
High Frequency coverage capable of statewide and nationwide
communications
SKYWARN
ARES’ Skywarn program provides critical ground observations to the
National Weather Service in storms.
National Traffic Service (NTS)
For decades the National Traffic Service have provided long distance
Emergency
Communications for Health, and Welfare traffic, in addition to free
radiograms for families.
The American Red Cross uses ARES to provide emergency communications in
a
Disaster. So do the Salvation Army, OEM, FEMA, and hundreds of County
and municipal governments.
All of the above Emergency Action Plans are well intended, however they
will not hold water if we cannot test our systems out cooperatively. We
are there to support you and would like the opportunity to provide and
support in your request for assistance in your Emergenc
y Communications
Operations.
