Attention all CTARES Region 1 SARA and ARES members.  We will be 
conducting a simplex exercise on October 25, 2008 in Region 1. I will 
need three (3) or more teams mobile with 2 meters ofr 440 capability in 
the Stamford Area.  You said you wanted to get involved more with 
Emergency Operations and radio communications.  Now is the time for you 
to put this on your calendar and be available for this exercise.

Simplex Exercise
October 25, 2008

This exercise is designed to find out what our capabilities are when 
we’re faced with a specific situation. Compound circumstances are not 
unheard of when emergencies happen. The basic exercise is to determine 
whether or not we have a firm grip on our capability to help in adverse 
situations. This is a contest format that will recognize the best 
approaches to providing shelter communications for our served agencies 
if the repeaters fail.

The ground rules are:

1)  No repeaters may be used in the exercise.
2)  Nine teams (Three per Zone), with any number of operators each, will 
be formed and each team will select an operating location with the help 
and guidance of the local EC.
3)  Each EC and his teams will determine which sites are likely to be 
used as shelters or Emergency Operation Centers during a local flooding 
or power outage emergency.
4)  Points w
ill be gained for each of the participating teams for each 
contact made correctly. Points will be gained for contacts made between 
teams in the field participating as relay stations assisting other 
stations.
5)  Communications between any station and any other station are allowed 
regardless of where the stations are without regard to Zone boundaries.
6)  Bonus points will be applied based on specific criteria that will be 
agreed on.
7)  Contacts will include numeric messages and logs will used as proof 
of successful message traffic. With nine teams there will be 72 
individual messages that must be verified to gain points.
8)  Certificates will be given to the teams with the best scores. The 
Zone with the best total score will be given a special certificate and 
will hold the title of Top Simplex Zone until the next repeat of the 
exercise.


Rules For Scoring

     For each message successfully verified by To Team           10 
Points
     For each message successfully received                              
   5 Points
     For each message successfully relayed                               
    1 Point
     For each site verified as a shelter site                            
         5 Points

Possible high score     199 Points
