Simulated Emergency Test (SET) for the Connecticut Section
Events /Repeaters/Stamford 146.655, Norwalk 146.775
On October 13, 2007 Time 0800
Hi John:
Here is the sequence of events as I saw it:
7:00 hrs zulu - Me (N1EOF) monitoring on frequencies 146.775 AND 146.655
using two radios on emergency power.
8:25 hrs zulu - Heard John, WB1GRG and another station talking about SARA in
the SET on Stamford Repeater.
8:40 hrs zulu - Norwalk - SET announced by W1GIG, Net Control for the
Norwalk Repeater with "details to follow." KC1EOC reported being on
Emergency power.
8:41 hrs zulu - Checkins began immediately on the Norwalk repeater. Location
for Net Control was stated as Norwalk Community College designated, "Norwalk
Emergency Services Fair."
8:45 hrs zulu - I called on Stamford repeater to see if there was a net.
None heard, as OES, I took over Net Control
8:47 hrs zulu - Stamford Repeater - I announced the Net: "This is N1EOF, Net
Control for the American Radio Relay League and the Amateur Emergency Radio
Service SET for 13 OCT, 2007. This is a simulation only and for the time of
this state-wide simulation this repeater will be for Net use only. Stations
wishing to check into the Net should say the following, "This is," then drop
your carrier. Come back on frequency and say your call sign "N1EOF." Also
say your first name and say whether or not you are using emergency energy
that is to say, battery power."
8:52 hrs zulu - Stamford Repeater - Began receiving checkins. Stations
checking into the Net included: a. WB1GRB - John - Emergency power b. WB2HTJ
- Tom - Emergency power - left Net at 8:58 zulu c. K1FC - Fred - Emergency
power - asked Fred if he would take over the Net, he said local flooding was
keeping him busy and to "carry on." d. WG1M - Bill - Emergency Power e.
KA1NGG - Ernest - Emergency Power f. W1BKR - Bill - Emergency Power g. KG1W
- Richard h. KB1IFX - Frank
9:02 hrs zulu - NN1H - Allan - Came onto the Norwalk Repeater and announced,
"This is a drill, this is a drill. The SET scenario is a power outage - this
is a drill - at the Millstone power plant. All radio amateurs should be
using emergency power."
9:05 hrs zulu - Stamford Repeater - I repeated my statement as Net Control
on the Stamford Repeater and then added, "We have information on the current
incident. This is a test only. There is a simulated power outage at the
Millstone Power Plant with a shutting down of all grids attached. This is a
simulation. All radio amateurs must use emergency power. Any new stations,
wishing to check in... blah blah blah.
9:12 hrs zulu - Stamford Repeater - I repeated my statement as Net Control
and then requested an independent weather report using battery powered or
natural equipment only (like a thermometer). Hearing no response, I used my
battery operated weather station to report: a. Conditions are sunny with few
clouds but cool b. Temperature is 45 degree Fahrenheit c. Wind is 1 to 5 mph
out of the NW d. Relative Humidity is 90%
9:23 hrs zulu - Norwalk repeater Net Control announced that Simplex for the
SET would be 146.58 and gave instructions to one station to make contact on
that frequency.
9:50 hrs zulu - Stamford Repeater - Made up an NTS message with Preamble,
Addressee, Text and Signature for copy.
9:52 hrs zulu - Stamford Repeater - Announced Test Priority traffic and
asked for someone to take traffic. KA1NGG took the message with few errors.
10:00 hrs zulu - Stamford Repeater - I repeated my statement as Net Control
and requested any new stations to check in.
10:15 hrs zulu - NN1H - Allan - Came onto the Norwalk Repeater and announced
that the FAA ordered a grounding of all flights over Connecticut (this is a
drill) and FEMA requested reports of any planes flying over local vicinity.
10:19 hrs zulu - Stamford Repeater - I repeated NN1H's simulated message
through the Stamford Repeater. We did not receive any simulated or real
reports of aircraft.
10:23 hrs zulu - Stamford Repeater - I repeated my statement as Net Control
and requested someone else to handle Test Priority Traffic. KB1IFX
responded.
10:24 hrs zulu - Stamford Repeater - Gave Test Priority message to KB1IFX
who did a fine job with copy and
10:44 hrs zulu - NN1H - Allan - Came onto the Norwalk Repeater and stated
that the DOT wanted "simulated" traffic reports resulting from the power
outage.
10:45 hrs zulu - Stamford Repeater - I repeated NN1H's simulated message.
10:54 hrs zulu - Stamford Repeater K1FC - Fred - reported that due to power
failure - this is a simulation - that all control lights were out and
traffic was backing up at all the exits on I-95.
10:55 hrs zulu - Norwalk Repeater - I reported this information to NN1H on
the Norwalk machine.
11:01 hrs zulu - Stamford Repeater - W1BKR - Bill reported that traffic ON
I-95 was flowing well past exit 7.
11:02 hrs zulu - Norwalk Repeater - I reported this information to NN1H on
the Norwalk machine.
11:15 hrs zulu - Stamford Repeater - I repeated my statement as Net Control
and requested any new stations to check in giving the required information.
No new stations.
11:30 hrs zulu - Stamford Repeater - Same at 11:15
11:45 hrs zulu - Stamford Repeater - Same as 11:15
11:56 hrs zulu - Norwalk Repeater - NN1H - Allan called Net Control. Contact
was not made at this time.
12:00 hrs zulu - Norwalk Repeater - NN1H - Allan announced end of SET to all
radio operators.
12:01 hrs zulu - Stamford Repeater - I gave my statement as Net Control,
ended the Net, closed the Stamford SET, asked for and received checkouts,
returned the repeater to normal use and signed off the Stamford Repeater.
12:02 hrs zulu - Norwalk Repeater - I reported to NN1H - Allan - that
Stamford was "off" and asked if he wanted a written report. He replied that
he did and gave me the ARRL location for the NM Report.
12:05 hrs zulu - I found the report and filled it out sending it to NN1H.
17:30 hrs zulu - Spoke with WB1GRB - John - who requested a report for the
SARA web site. I wrote this report.
17:37 hrs zulu - Received email congratulations from NN1H - Allan - saying,
"Thanks for pitching in John. I appreciate having Stamford participating."
18:09 hrs zulu - I completed this report.
