The original adhesive was "Pylobond".
Motorola, Collins, and a number of other companies used it. It is still manufactured. However, I don't know just where to obtain the adhesive and in what quantities.
When I owned the Motorola reconditioned equipment for the south central United States, Pylobond was available in small tubes, similar to what "super glue" comes in these days. It is dark brown in color, and has an unpleasant smell.

As a second question, the overlay is a bit dirty but free of scratches and should clean just fine. Would it be best to wash it (mild cleaner) and leave it as is or put some carnauba wax on it, etc.? What’s the standard approach on these things?
