[Collins] 75S-1 with Waters Q-mult?

Thanks Carl,
	 did post it to the BA (porch) group just a few days ago, and got a 
quick response.
	But, I did look at the msg header that I got from the Collins group 
this PM, and see that it was held by the Collins list for at least 6 
days before it was released.  Why does that happen??
