I looked into the part number 543-1352-013. The closest one in the KWT-6 Descriptions is 543-1351-004 which is for the Balanced Modulator Plug-in Assembly which isn't a board at all but an aluminum plug-in module with covers. If you can send a photo, I should be able to recognize if it is indeed a KWT-6 module.
I have a 310F-6 and a 310F-1 here. The -6 is my test bed for checking and repairing modules for the ARC-58 family of radios. The 310F-6 is the same as a KWT-6 except that as a receiver-exciter, it doesn't have the Antenna Tuner, PA or HVPS but otherwise has all of the other modules.

In 2003 you thought that board make have come from a URC 32

KWT-6. If so there is a slight chance of finding a manual on line and
confirming that supposition and maybe identifying the parts. It might
take some circuit analysis to determine the characteristics of the
transformer if not described in the parts list. Google didn't find the
transformer part number, and had only hit of the board number.
I don't remember if I have a URC 32 manual or not.
Google says that's a KWT-6 with manuals offered at:

been OCR'd so its not computer searchable. It does show a mechanical
filter was 455 kHz, 200 Hz bandwidth. There are probably more than a
couple and I see one board with 300 kHz IF transformers. They do list
circuit boards, but I was up so early this morning that if I try to read
to the end of the list, I'll wake up here at the computer tomorrow.
