A few dB difference would be normal. 17 dB sounds wildly off to me.

In a General Catalog dated 1957, filter losses are said to be 10 to 12db.

But........in a printout of individual filters (obtained from the Collins
Collectors Magazine of the early '90s) the 526-9089-000, F455J-31, the
insertion loss is listed as 24db.

This is in the same general area as the filters for the 51J-4, R390A and
S/KWM lines, which are listed in this chart with a range of 20 to 36db
insertion loss.
