[Collins] 75a-2 off the wall problem

First guess is that the rack isn't falling as fast as the cam and so it
gets out of alignment going down in frequency, but the cam forces the
rack when going up in frequency. Could be a lubrication problem or slugs
sticking in coil forms. PTO amplitude vs frequency should be the same
for either direction of travel.
