[Collins] preselector position

Each band has its own set of trimmer capacitors generally increasing in 
capacity from 10 m down to 80 m. My handy 32S-1 manual shows that band D 
exciter tuning peaks at a reading of 5.8 for 18.1 MHz. Same for the 
75S-3B manual that shows 18.1 peaking at 6.05.

Because of the separate capacitors, Band D would peak at a setting of 
about 4 for 15 MHz with the dial pointer pointing to 40 meters.
