That shaft is known as the bandswitch shaft. CPN 544-3138-002. A part
made by Collins. It probably started out as a 1/4" diameter phenolic or
fiberglass rod with the flats sanded or milled. The dimensions of that
double flatted shaft were pretty much standardized by rotary switch
makers. It could have come from some vendor in long lengths and Collins
fabrication effort was to cut it to length and debur the cut ends. I
just checked another rotary switch and the shaft was 1/4" (0.248")
diameter with the flats 3/16" (0.187") apart.

For the nameplate, it probably involves the whole black escutcheon CPN
553-5713-004 engraved 75S-3B. The only one I have loose is engraved 32S-3.

The radio will function without the tunable BFO, but not without that
shaft except on one band. And then only if all the bandswitch contacts
are in line.
