The way to do it without the 8090 was to  use some software and an old DOS 
computer.

The solution was provided by Dave Ross,  N7EPI

You can control an HF-8054A & HF-8014A with PC software.  The software was 
originally used in TSC-60 radio shelters and ran in a GRiD computer.  The 
software runs OK in a DOS/command window under XP but seems to want to use the 
A: floppy disk drive.
