[Collins] Monthly reminders

If some of you wondered, the monthly reminders once sent by Al Waller have been discontinued.  Apparently some people disliked getting passwords sent in plain text to them.  These reminders also caused a flood of mail to hit various ISPs all at once, causing qth.net servers to occasionally get spam blacklisted.

In a few words they served little purpose, wasted resources, angered some people, and caused qth.net problems.
