[Collins] 32S3 Transmitter self oscillation

Grounding of the shield cans below the chassis is critical to not
oscillating. 

In the 32S-1 there is a feed through bypass capacitor on the PA grid
circuit that is part of the neutralization circuit that is prone to
failure. But if you have the air trimmer for PA neutralization that
probably won't be the case.
