[Collins] Odd KWM2 CW receive

I think there may have been a service bulletin on that subject. And it
could well be the sidetone oscillator feed through a poor filter
capacitor on the low voltage bus in the radio or the power supply as has
been posted already, a new capacitor in one power supply solved that
noise before.
