Might be the driver or PA is oscillating because its not properly
neutralized. There are three neutralization adjustments. Driver,  PA,
and inverse feedback.

Or could be that the ground end of the mic gain pot is open. That could
be a late enough KWM-2 to have the CW drive not from the audio tone
which then controls the drive with a second section on the mic gain pot.
