[Collins] 30S-1 T/R DELAY

This sounds like a common problem in linear TR relays - they get a bit dirty 
or oxidized and because there is no DC flowing through them to cause a 
cleaning action, they don't 'make' well on receive.

Try running a clean strip of typing paper through the contacts while holding 
them closed. Nothing abrasive, please!
