The 32S-1, like the 32S-2 and KWM-2 series, uses a
tone injected into the audio circuits to produce a
pseudo CW signal for both tune up and CW. If there is
resting current on the "plate" meter (actually this is
cathode current) then the tone oscillator may be the
culprit.
Years ago I got a 32S-1 for $35 because it would not
tune up. The problem turned out to be that one of the
leads of the coupling capacitor from the tone
oscillator was broken. Replaced the capacitor and the
transmitter worked fine.
The 6U8 that is used in the tone circuit is often the
source of problems with no tone. I would check it
before trying anything else.
