There's a little bit to that, but the main concern is that with the
switch in the neutral, all the primary wiring beyond the open switch is
hot with respect to ground. If the switch is in the hot side, then only
the wiring up to the switch is hot with the switch open. That's the
safety angle. Otherwise either way successfully shuts the power supply
off, but an unwanted ground is more likely to turn the power supply on
when the switch is in the neutral side.
