You might try backing off on the microphone gain or drive control. Might be that a burst of RF is driving the ALC full on and then it has the half second decay.

Otherwise, I'd look for back PA screen contacts on the relay causing the screen voltage (and the low voltage for all the transmiter) rising slowly.
