Thanks for the comments.  First, I tried new tubes and the results were 
pretty much the same.  So the finals being soft is not an answer.  The 
wattmeter is a Bird so I am pretty confident in that.  In any event the 
accuracy is 5% od FS, or 12 watts.  It is just as likely to be reading 
high as low.

But the comments on the cathode resistor did resonate with me.  I also 
forgot about cathode current vs. plate current.  You gave me enough to 
suspect so I think I will pull the 2A and check the resistor by inducing 
a known current in it.  Its not about whether the guy at the other end 
will notice the difference.  It the fact that I will know its not the 
way it should be, if something is wrong.
