I, too have a 75S-3B, but there's never been any foam packing 
surrounding the mechanical filter under the cover. Perhaps a previous 
owner (a long time ago) stuffed foam in there to "dampen" the filter -- 
maybe in reponse to a "Hints 'n Kinks" entry. Who knows? 

By the way, if you're a CW operator I HIGHLY recommend the Inrad 500 Hz 
and 300 Hz filters to fill up those blank spots under the filter cover.  
I have both and they're excellent and a great value for the money.  I 
think they sound at least as good or better than the Collins mechanical 
filter on my old 75S-3.   The AM filter (to go in the SPARE socket) is a 
nice addition, too.
