There is not supposed to be any signal from the BFO
passing through the filter. The BFO frequencies are
set to either sideand are attenuated. That is how the
carrier is removed from the SSB signal.
On tune and CW the signal is produced by a single tone
inserted into the audio chain which produces basically
a CW signal. That signal is "offset" from that which
is produced by the BFO and does go basically through
the "center" of the filter.
Have you checked the tone oscillator? If it is not
functioning, or if there is a problem in the audio
"chain" of the transceiver, you will NOT get any
signal through the filter.
Years ago I got a Collins 32S-1 which uses the same CW
/ tune generation "scheme" for a VERY good price
because it was not working. What I found was that the
capacitor that feeds the audio tone to the first audio
tube had a broken lead. Resoldered it and the
transmitter worked fine.
