[Collins] NNNN

When VOA was in the HF AFSK RTTY business, we
used FAXFAX as the SOM for turning on the
tape perferators.  Different, but it worked for us.  And
we still call our official message traffic system the
FAXFAX traffic.  We did use the NNNN to stop the
tape perfs.
