Well, now you can check the rest of the paper capacitors or simply
replace them. Low screen voltage on multiple stages is hard on receiver
performance. 

Next you can check all the carbon composition resistors for those that
have drifted (from heat, humidity, and age) out of tolerance. There
could easily be several out of tolerance today.

Of course, tubes do age and contribute much to poor performance.
