[Collins] Frequency drift/variation in KWS-1

I have now found two cases of PTO variation/warble/drift in  KWS-1s with the 
same root cause: The 5U4GB at V108 gets tired. This results in the +275 not 
staying stiff enough for good regulation from the gas regulator tubes on the PTO.

If you have excessive drift/variation, try a fresh 5U4 at V108...
