Thanks Jim,
I saw the article about re-building the  PTO, very good article. The reason I 
referenced no ALC action at 1 micro volt  was twofold, I only have 2 well 
calibrated signal levels at my disposal, 1 and  50 micro volts, also the IF gain 
was very high, but at least it was not high  enough to drive the ALC with 
under 1.5 micro volts.

Try checking the stage gains  against the manual.
