[Collins] 75S-1 Problem

I was aligning my 75S-1 and everything went fine, until I tried to set  the 
IF gain for 100 micro volts at S-9. I hooked up a URM-25 sig  gen to the 
antenna connector, calibrated the meter and set it to 1  micro volt on the X100 
scale (100 micro volts). the lowest reading I was  able to obtain with the IF gain 
pot was around 60 db on the S-Meter. I also  tried 2 micro volts (to check 
AGC threshold) and ended up with S-3. The IF  gain pot checks good. Any ideas as 
to what might be causing so much IF  gain? When I center the signal, I use 
the CW position with a 500 KC filter and  peak for maximum, with the sig gen in 
CW. Or am I going about this all  wrong?
