[Collins] Calibrator Xtal

5855 566 6623 is a federal stock number. 290-3435-009 is the Collins
part number. The DSA-9-8207 reinforces the federal supply system. So its
government, probably military. Could be a synthesizer reference or a
calibrator crystal. Glass enclosed crystals are above the normal quality
for much radio gear.

I have no idea what pins were used to connect the crystal, I'm sure that
I'd have little trouble with signal generator and scope and a couple
short clip leads or a crystal oscillator with short clip leads trying
the connections. Odds are high that the two pins are as far apart as
possible, e.g. across the center post of the octal base.
