[Collins] KWM-2A problem

Anyone have any ideas? I have 2 KWM-2As and they both
will not transmit. Receive is ok, but when I go to
tune or lock, the meter drifts up to about 300 mils,
the tubes are not drawing current, the position of the
meter switch changes nothing. These radios have sat
around for a while, and I have used de-oxit on all the
relays and switches. Tubes are good...... Oh, they do
it on different power supplies.....� This is a strange
one....
