[Collins] KWS-1 PA Bias

Just starting to bring up a KWS-1 and am following an article by
Tony Brock-Fisher.  Got to the point where I am checking the
PA bias and with the RF deck connected I can only adjust the 
PA bias control to (-) 106 vdc at TB 502 term 19.  Don't know if this is 
normal since Tony's article says I should have "(-) 135 volts or so".
With power off I measured the center arm of the Bias control pot
turned up and down and measures 3.3kohm to 8.4 kohm which seems
about right.  Would like to know if this is normal or I have a problem.
