[Collins] 75S-3 S-meter acts oddly; also STBY/OPR no difference

When the unit is first powered up, the S-meter pegs to the right.  After
the unit warms up, turning up the RF gain causes the meter reading to
decrease until, with the RF gain all the way up, the meter reads S0. It
never deflects for signals received.

The other difficulty is that there is no apparent difference in the unit
in STBY or OPR; in either position the rig is "all the way up", with
audio coming out the speaker.
