[Collins] relay problem solved TNX to all

Special thanks to Jerry K0CQ who provided the solution to my relay problem. 
He stated "the capacitor [in the relay line ]with the lowest voltage on it 
will be the shorted one." Sure enough it was. All other caps in the circuit 
had 13 volts across them but C21 (across ant relay jack) only had 10 volts. 
Normal continuity checks did not show any short.

Thanks also to WC9M, Merle, W3ST and KE3NK who also responded to my request 
for help.
