[Collins] 32S-1 Warbling

Dear colleagues,
I was operating my recently acquired 32S-1 transmitter on 20 Meters CW and
received a T3 report. The receiving operator indicated a warbling sound in
my signal. I also notice a warble in the sidetone (I use a companion 75S-1
receiver). The power supply is a 516-F2 with solid state rectifiers. The
power supply does not appear to have been modified to accommodate solid
state rectifiers (no additional voltage dropping resistor or wiring changes
to account for the solid state device's increased efficiency). The filter
capacitors appear to have been recently replaced (within the last 18 months)
and appear to match the equipment manual values. The resting bias is 60 ma,
and cannot be reduced to 40 ma. I have no way of measuring percent of
ripple. I'd hate to replace functioning power supply components - Where
should I focus my attention?
Also, when receiving CW signals with the 75S-1, the S-meter runs/pegs below
the scale when I turn up the RF gain to hear CW signals. The receiver shows
no sign of modification. Am I missing some compensating factor?
I'd appreciate the benefit of your experience.
