[Collins] KWM380 problems

I just traded for a KWM380/HF380. It has several problems. The most
serious is: on the range of aprox .970 to .999.99 of each MHz range the
radio oscillator appears to FM (that is it seems the received signal is
unstable) and from time to time a clear audio tone comes on like you
were listening to a side tone with the series of dots. The dots are
heard only when the radio is tuned to the above range.
The other problems: The radio is dead on cw (the s meter indicates
signals)
And the slow agc range is inoperative (the S meter drops to 0 and
signals are heard.
Any suggestions?
