[Collins] 30L-1 TUNED INPUT PROBLEM

Just wanted to know if this is typical for this type of amp. After all, when you're pushing 10-15 meters, do most amps start to derate at those frequencies? Just wanted to know and thanks. Cal. N6KYR.

In rebuilding a late Winged Emblem 30L-1, I've encountered a problem on
the Tuned Input for 15M and 10M.
75/40/20 are all 100%. 600(plus) Watts output into my dummy load with a
Bird 43 (reading reflected) between the exciter and amplifier. On those
three bands, there is typically 2 watts or less reflected.
On 15 and 10 meters, I can tuned close to 500W watts but the reflected
is pushing 10 watts (or more) depending on which portion of the band I
test.
I've checked L-14 and L-15 including cleaning carbon residue from the
internals. Replaced C-68 & C69 as well as C-75 & C-76 Mica caps.
(changed these just because I was stumped). Doubled checked to make
sure that 30L-1 Service Letter #1008 was incorporated (it was), so, now
looking for advice.
ANY advice/assistance will be greatly appreciated.
