[Collins] Capacitors

I just came across a bunch of tubular capacitors that I want to use in
recapping some of my Collins gear.  They are .001 mfd rated at 400VDC. 
They are
in a metal can with an insulated end, like an electrolytic.  There is a
black 
plastic film encapsulating the body.  It measures 5/16" X 5/8" long.  It
has the 
word 'OIL' imprinted on it.

My question is were oil capacitors made for low  values of capacitance
in such a small profile?  Is this an oil cap? I don't remember seeing
caps like these.  Oil bath tubs that I have seen are a lot bigger.  Are
these suitable for AF coupling and bypassing?  Are they quality caps?

Anyone have experience with this type of capacitor?  I don't see any
manufacturer's name.  Thought this group
would be the best shot at knowing the answer.
