[Collins] KWM-380 Problem

I have discovered very low voltages on Test Points 1, 2, 3, on the
synthesizer board.  I believe that is only a few volts on all three test
points.

When I swapped out the synthesizer board with a known good one from another
380 it worked fine.  So I know that the problem must be in the synthesizer
unit.

The 380 is not functioning but is in an unlocked mode with the familiar
beeps.

Can anyone point me in the direction that I should be going to diagnose this
problem.
