[Collins] Fuse blowing in Power supply on 32S-1

BLACK is ground in electronics. Green is ground in power only. Black was
ground in electronics before there was a ground wire in electric power.
Green was often a grid circuit in electronics. But then there are the
diverse color codes for transformers where green means 6.3 volt heaters
and black means line windings. And different color codes for IF
transformers with leads...
