[Collins] neutralization?

I'm looking at a KWM-2A here and running the output into a dummy load.  When 
the plate dip and max output don't coincide (not even close), that is, you 
have to off-tune from the dip in one direction and increase the plate 
current to get max output, something in my memory tells me this is a 
neutralization problem.  Am I remembering correctly or is there something 
else I'm overlooking, like soft tubes, etc?
